Residents HMO Petition - First Stage Success
The South Ward Residents Petition requesting the implementation of an Article 4 Directive to require planning permission before any large family homes could be converted into an HMO, was discussed at the recent Petitions and Representations Board.
A group of residents attended the Board and resident, and lead Petitioner Helena, gave an impassioned speech on the problems that these HMOs are causing and why controls are desperately needed.
There was general agreement amongst the Board’s Councillor members that something needed to be done. It was clear that the 12 months delay to collect further data proposed by officers was not acceptable to residents.
Steve therefore moved an amended recommendation on behalf of residents which removed the 12 months clause and added the following to be actioned by the ruling Executive:
• To implement Article 4 as a priority for any large HMO conversions in South Ward
• To implement Article 4 for small HMO conversions in South Ward, if the High Court approves the Council’s Additional and Selective Licensing Schemes
• To better resource the Council’s Inspection and Enforcement Team, to identify and control the many unlicensed HMOs
• To adapt the new housing reporting scheme to provide the data needed, such as numbers of HMOs waiting for licences and totals per ward.
This was approved by the whole Board and now goes to the Executive for final approval. It is hoped that if the Executive approve, South Ward can be a pilot for Article 4 for later roll out across the Town.
